29th District Commissions & Committees

Aerospace:  Promotes Aerospace Research and Education to the members of The American Legion and the Citizens of Orange County, California. The Aerospace Committee keeps the members of The American Legion advised of all activities in the field of Aerospace.  The Aerospace Committee has become an educational resource to the schools of California, coordinating teacher and educator workshops, awarding scholarships, and facilitating activities in the Aerospace Educational field.

Agriculture, Natural Resource and Energy:  Promotes the development, supply, quality and environmental conservation, applicable to food, agriculture and natural resources.  This is accomplished through the study of conditions and problems and by working and counseling with Orange County, California agencies and leaders in their respective fields.  The committee implements an active forestry and environmental youth orientation program. Additionally they monitor the energy policies applicable to Orange County, California promoting energy conservation and circulating to the Posts energy policies as a program of The American Legion.

Amateur Radio:  Assists in the development of amateur radio, and to that end, establishes an amateur radio chain among volunteer radio enthusiasts.

Americanism:  Develops and maintains the spirit of 100 percent Americanism among the Legion and residents of the Orange County, California.  They put into effect programs of The American Legion; coordinating any overlapping of plans dealing with Americanism and establishing an overall policy of Americanism.  They serve as a liaison between the “Boys and Girls Club of America” and sponsor their activities throughout Orange County, California.  Additionally they coordinate the programs of the Posts of the 29th District the public schools.

American Legion Riders:  Supports and promotes The American Legion Riders as a program of The American Legion Department of California, 29th District.

Baseball:  Oversees and promotes The American Legion Baseball program within Orange County, California.  They prepare an annual budget of all its operations and include all funds received and expended to be presented to the Finance Committee which, in turn, will be presented with the Department budget to the Convention.

Boys State:  Operates Boys State for the development of good citizenship in the communities. This committee prepares an annual budget of all its operations and includes all funds received and expended to be presented to the Finance Committee which, in turn, will be presented with the Department budget to the Convention.

Children and Youth:  Carries on the welfare program of The American Legion and promotes the program of the education of war orphans.

Community Service:  Structures, produces, and carries on the Community Service Committee’s Betterment Program for The American Legion local community in which a Post is situated.  They also represent, identify, promote, support and encourage those programs, activities and events not undertaken by Posts throughout the District, which are not covered by other Committees.

Constitution and By-Laws:  Recommends to District changes necessary or advisable for the better operation of the District and such other duties as are delegated to it by the By-Laws of the District.

Convention City:  Investigates the facilities and financial ability of cities placing a bid for a Department Convention.  They make recommendations to the Department’s Convention City Commission the city best qualified to hold a Department Convention within this District.  Upon the Department’s Convention City Commission, awarding a city within this District, the committee may become the Commander’s official representative, with the duties of coordinating all phases of Convention activities with the facility.

Counter Subversive Activities:  Studies and recommends the necessary actions to be taken for the purpose of resisting un-American activities and subversive movements and outline strategies in preventing terrorist attacks within the United States, its territories and possessions.

Disaster and Emergency Services:  Organizes the membership of the District into a cohesive unit so that in time of disaster the membership within the 29th District will be available for duty and will cooperate with all law enforcement agencies in their plans concerning disaster relief.

Finance:  Performs such duties as are delegated to it by the District’s By-Laws; to oversee the finances of the District and make recommendations to the District Officers and Executive Committee concerning the finances of the District.  Additionally the Finance Committee shall prepare a proposed budget for each Committee.

Foreign Relations and National Security:  Promotes the program of The American Legion in regard to Foreign Relations in all its phases. They also promote the program of The American Legion in regard to National Defense in all its phases.

Housing (Veterans):  Assists veterans of Orange County, California with their current and future housing issues.

Law and Order:  Fosters within the scope of The American Legion principles and policies an affirmative program of respect for and support of law and order in general and law enforcement agencies and officers and duties, and further that a subcommittee be appointed to formulate American Legion policies concerning the use of narcotics and dangerous drugs.

Leadership:  Encourages members to utilize their innate potentials, and develop within the potentials the enthusiasm to function for the best interest of The American Legion at all levels.

Legislative:  Reviews legislative matters, making recommendations to the District Officers and Executive Committee.

Naturalization:  Promotes naturalization among un documented residents of Orange County, California; urging the broadening of the program now established in schools for the education of naturalization.  They include the teaching of the history and background of the United States of America.  Through the Posts within the 29th Districts they cooperate with the officials of the Naturalization Department of the United States and the courts when classes of persons are naturalized.

Oratorical Contests:  Promotes the District’s Oratorical Contests at the various Posts.  They conduct the District’s finals for this competition.

Public Relations:  Promotes the positive imagery of The American Legion’s fundraising activities and community interactions by reporting the news and submitting press releases.  This committee utilizes the mediums of newspapers, radio, TV, the Internet as well as other means.  They also foster and maintain an adequate speakers bureau

Publishing:  Is responsible for setting the criteria of what will be published in District’s and Post’s publications; its content will reflect the policies and activities of The American Legion.  All editorials within the District’s publications will be signed or approved by the District Commander.  All advertising consistent with The American Legion policy will be accepted. The committee shall be totally responsible for soliciting of competitive bids for the printing of The District’s Newsletter, keeping in mind the financial aspects for the benefit of all 29th District Legion members.  It shall be responsible for documenting all policy and administrative decisions made by the committee which shall be forwarded in writing to the District Adjutant as a matter of record.  Candidates for 29th District officers shall be given equal space in the columns of The District’s Newsletter.  Commissions paid to individuals or companies for advertising in the paper will be made known upon request of any member in good standing of The American Legion.

Ritual:  Promotes and teaches the use of the ritual in all Legion meetings as described in official National publications, e.g. Officer’s Guide, to foster teams in Posts and Districts for initiation and installation at meetings, and to lend color to Legion functions, particularly parades at state and national conventions and to supervise contests of uniform bodies.

Scouting:  Promote the scouting program throughout Orange County, California, especially among the Posts of The American Legion within this District.  The committee’s promotion efforts include such organizations and activities as the Boy Scouts, Sea Scouts, Air Scouts, Cub Packs and Girl Scouts.

Sons of The American Legion:  Promoting the program of The American Legion with the sons of the Legionnaires.

Valley Forge Workshop:  Identifies and reviews potential candidates who are qualified California educators and sends them to Valley Forge for a one week intensive workshop which enables them to develop a proper prospectus to ensure the “American Way.”  The goal is for the teachers to impart to their students a better understanding of both the historic origins of their liberty and the responsibilities of good citizenship required of them.

Veterans Affairs and Rehabilitation:  Supervises the rehabilitation program of the Department within Orange County, California.  There shall be a District Service Officer, who shall be responsible of supervision of the District’s Service Program and shall serve in an advisory capacity.  The officer and committee official contacts and representatives of The American Legion, Department of California, 29th District with the Veterans Administration at Orange County offices, and the Veterans Administration Hospitals. The duties of the Service Officer and staff shall be generally that of prosecuting claims and protecting the rights and privileges of all veterans, their dependents, and survivors and to handle such other matters as may properly be considered service work. The Service Officer and committee shall cooperate with County Service Officers, the Los Angeles County Service Department and the State of California Department of Veterans Affairs. It shall be the policy of the Committee to encourage their Posts to select qualified and able members to serve as the Post’s Service Officer and to provide assistance in helping them carry out their duties.

Veterans Employment:  Coordinates the program(s) of employment of veterans and to implement and to insure that veterans receive due consideration when applying for jobs for which they have earned preferential consideration through their honorable service to God and Country.

Ways and Means:  Develops plans, ideas, and promotions in securing additional funds for the District.  All plans, ideas, and promotions of said Committee must be presented to the District’s Officers and Executive Committee for approval.
